!4044 Set CONFIG_NODES_SHIFT to 8

Patch[1] allow to set NODES_SHIFT between 8 and 10 on MAXSMP.
Patch[2] set NODES_SHIFT to 8 for both x86_64 and ARM64 defconfig.
