Uburma add implementations of handling modify/delete jetty cmd from
user layer.

This will make kernel possible to handle urma_modify_jetty/urma_delete_jfy
api in user-layer urma.

Modify_jetty will finally call ubcore_modify_jetty.
Delete_jetty will delete the jetty-related uobj. In uobj destroy function,
it will call ubcore_delete_jetty.
