sw64: switch to old-style semctl/shmctl syscalls

The behavior of these system calls is slightly different between
architectures, as determined by CONFIG_ARCH_WANT_IPC_PARSE_VERSION
symbol. sw64 expect the caller to pass the IPC_64 flag. So switch
to old-style semctl and shmctl to maintain libc compatibility.
