Ubcore add query/modify/flush jetty, which will finally call hw driver's
registered method to query/modify/flush jetty.

ubcore_query_jetty: query jetty from ubcore device.
ubcore_modify_jetty: modify jetty attr from ubcore device.
ubcore_flush_jetty: return the wrs in jetty that is not consumed to
the application through cr.
