overwriting MSMON_CFG_x_FLT/MSMON_CFG_x_CTL would disturb the monitor when it is
running, fix that by judging if the MSMON_CFG_MBWU_FLT/ MSMON_CFG_CSU_CTL register's
value has been set before setting it.
