!316 SPR: support Intel In Field Scan(IFS)

This PR is to add Intel In Field Scan support(IFS). IFS is a hardware feature to run circuit level tests on a CPU core to detect problems that are not caught by parity or ECC checks.
This PR includes 14 commits totally. The first 13 commits are upstreamed, and the last commit enables IFS as kernel module.

1. Built and run the kernel successfully on OpenEuler 22.03 LTS.
2. Test randomly selected core and the test is PASS.
