sw64: efi: add SMBIOS/DMI and EFI runtime driver codes

This patch adds sw64 arch-specific SMBIOS/DMI driver codes, and adds
EFI runtime driver codes to allow kernel to access various EFI runtime
services provided by EFI firmware. Things like reboot, real time clock,
EFI boot variables, and others, however, due to lack of BIOS's efi mmap
support, these services have not been implemented, we will fix them in
the near future.
