!1520 enable bonding XDP

Currently, the 10G 82599 network adapter is used for the test on the
Intel(R) Xeon(R) Gold 6138 CPU @ 2.00 GHz platform. The peer end uses
the pktgen of the dpdk to send 64 bytes packets. The test performance
is as follows:

 without patch (1 dev):
   XDP_DROP:              1.00%      14.69Mpps
   XDP_TX:                2.20%      10.70Mpps    10.70Mpps
   XDP_DROP (RSS):        1.90%      10.13Mpps
