Ubcore add create/query/modify/delete jfr, which will finally call hw
driver's registered method to create/query/modify/delete jfr. Create jfr
will also add jfr in hash table to manage.

ubcore_query_jfr: query jfr from ubcore device.
ubcore_modify_jfr: modify jfr attr from ubcore device.
