config: add initial openeuler_defconfig for arm64

Based on OLK-5.10 openeuler_defconfig for arm64, use the following
commands introduced in commit ("kconfig: Add script to check & update
openeuler_defconfig") to generate the initial openeuler_defconfig
for OLK-6.6:

cp olk-5.10_arm64_openeuler_defconfig .config
make save_oedefconfig
make update_oedefconfig

Build and boot testing passed.

Note:
OLK-5.10 is the master branch of openEuler-22.03-LTS.
The olk-5.10_arm64_openeuler_defconfig file is a copy of OLK-5.10
openeuler_defconfig for arm64.
