Ubcore add device attributes definition, which will be retrieved from
drivers and be stored in cdev.

Attribute Added:
- Jetty attr (max jetty num, jetty depth, etc)
- Device port attr (speed, active, etc)
- TP (congestion_ctrl_alg)
- virtualization (max upi cnt, in vm or not, etc)
