config: Disable CONFIG_COMPAT_BINFMT_ELF as default

This patchset revert commit 41026c34 ("Kconfig: regularize selection
of CONFIG_BINFMT_ELF"), so make CONFIG_COMPAT_BINFMT_ELF disable
as default.
