mlxsw: spectrum_trap: Allow for per-ASIC trap groups initialization



Subsequent patches will need to register different trap groups for
Spectrum-1 and Spectrum-2 onwards.

Enable that by invoking a per-ASIC operation during trap groups
initialization.
