!27 Intel SPR: New instructions AVX VNNI and 5G ISA 



This PR is for enabling SPR New instructions AVX VNNI and 5G ISA 

This patch set has been tested on SPR machine with step by checking avx vnni and fp16 flag from /proc/cpuinfo or lscpu output.
