!810 configs: enable CONFIG_SMC and CONFIG_SMC_DIAG by default

Content：
SMC is used to accelerate socket applications using RDMA.
SMC_DIAG is used by user to obtain SMC connection information and diagnose connection issues.
Enable them by default for future use.
