ilp32: fix compile problem when ARM64_ILP32 and UBSAN are both enabled

When I enable CONFIG_ARM64_ILP32 and CONFIG_UBSAN, I got the following
compile error. We need to disable UBSAN for 'vdso-ilp32' like commit
ab2a69eee74d ("Fix compile problem when CONFIG_KASAN and CONFIG_UBSAN were
on")
