openeuler_defconfig: Enable ARCH_PHYTIUM and ARM_GIC_PHYTIUM_2500

To enable support for Phytium ARMv8 S2500/FT-2500 SoC
and 2-Processor server, Enable configs CONFIG_ARCH_PHYTIUM
and CONFIG_ARM_GIC_PHYTIUM_2500 in openeuler_defconfig by default.

The default value of CONFIG_NODES_SHIFT is 4 in openeuler_defconfig,
which can cover 16 NUMA nodes of FT-2500 2-Processor server.
