sw64: add SO_RCVTIMEO/ SO_SNDTIMEO socket options

SO_RCVTIMEO and SO_SNDTIMEO socket options were suffixed with _OLD in
kernel version upgrade, but these two options were not retained on sw64,
now add them.

This patch also modify the definitions of SO_TIMESTAMP* socket options
according to generic definitions.
