When an IP address is configured for a network adapter, the IP address
and hardware address of the network adapter need to be advertised to
other hosts so that other hosts can update the route cache.
The UB uses the ip notify protocol to provide this capability.

So this patch implements the IP notification protocol of the UB and
provides the capability of sending IP notification packets and
collecting statistics on packets.
