clk: clk-hifiberry-dacpro: fix kconfig 



Make the clock driver and independent configuration option
and change the HifiBerry DAC+ and HifiBerry DAC+ADC kconfig
to select it.

This allows building only the Hifiberry DAC+ADC driver.
