tests/libqos/pci: Make PCI access functions independent of global_qtest



QPCIBus already tracks QTestState, so use that state instead of an
implicit reliance on global_qtest.

Based on an earlier patch ("libqos: Use explicit QTestState for pci
operations") from Eric Blake.
