nbd/server: add nbd_meta_empty_or_pattern helper



Add nbd_meta_pattern() and nbd_meta_empty_or_pattern() helpers for
metadata query parsing. nbd_meta_pattern() will be reused for the
"qemu" namespace in following patches.
