linux-user/sparc: Begin using WREG constants in sparc/signal.c



This is non-obvious because the UREG constants are in fact wrong.

s/UREG_I/WREG_O/g
s/UREG_O/WREG_I/g
s/UREG_L/WREG_L/g

These substitutions have identical integer values.
