ppc/xive: introduce the XiveNotifier interface 



The XiveNotifier offers a simple interface, between the XiveSource
object and the main interrupt controller of the machine. It will
forward event notifications to the XIVE Interrupt Virtualization
Routing Engine (IVRE).
