untangle hash operation from hash iterations

To aid compliance claims with SP800-90B, perform one full SHA-3
conditioning operation. The hash_loop_cnt technically only slows down
the SHA-3. Irrespective of the hash_loop_cnt, the hashing operation of
the time stamp always returns the same data.
