[WhatsNew] Enable NTPHomeTestCase.testCollectionShortcutsWithWhatsNew Test

This CL reenables NTPHomeTestCase.testCollectionShortcutsWithWhatsNew Test, which was failing when What's New was opened, causing it to disappear from the NTP. This CL fixes that https://chromium-review.googlesource.com/c/chromium/src/+/5239365.
