[ios, kModuleRefresh] Minimize Spacing when Removing Headers

This change includes minimal spacing additions when
kModuleRefreshNoHeaders is enabled.

It also fixes a few bugs. One ensures Return To Recent Tab
does not have any margin padding for any configuration. Another
ensures bottom padding is only added below Trending Queries if
it is the last module and minimized spacing is not being applied.
