Revert "usbnet: smsc95xx: Forward PHY interrupts to PHY driver to avoid polling"

This reverts commit eaf3a094 which is
upstream commit 1ce8b372.

It is reported to cause problems, so drop it from the 5.15.y tree until
the root cause can be determined.
