mmc: host: program SPARE0 register field even if supplies are not populated

Program SPARE0 registers even if regulator
supplies are not populated in DT.

As regulator supplies are not populated in DT,
vqmmc supply will be ENODEV (no such device).
This condition will help program the SPARE0 field
(bit 1:15) of SDHCI_TEGRA_VENDOR_MISC_CTRL
register as per speed mode.
