CI: Azure: Rework build matrix

Since we wrote our initial pipeline, Azure has changed policies. There
is now an overall limit of 6 hours combined run time with 10 jobs in
parallel at once. For simplicity sake, mirror the GitLab CI build
structure here as well, now that we can.
