Pull operating performance points (OPP) framework fixes for 5.9-rc2
from Viresh Kumar:

"This contains the following fixes for 5.9:

 - Fix re-enabling of resources (Rajendra Nayak).

 - Put OPP table references (Stephen Boyd)."
