coresight: etm4x: Fix accesses to TRCSEQRSTEVR and TRCSEQSTR

The TRCSEQRSTEVR and TRCSEQSTR register is not implemented if the
TRCIDR5.NUMSEQSTATE == 0. Skip accessing the register in such cases.
