bootconfig: Allocate xbc_nodes array dynamically

To reduce the large static array from kernel data, allocate
xbc_nodes array dynamically only if the kernel loads a
bootconfig.

Note that this also add dummy memblock.h for user-spacae
bootconfig tool.
