!3742 arch/powerpc: add ppc little endian openuler defconfig

To promote the support of PPC architecture in openEuler, it is necessary to add the openeuler_defconfig for the ppc64le architecture. This openeuler_defconfig is derived from the Red Hat ppc64le config file.
the config on the openEuler OLK-6.6 branch compiled it successfully, and verify ok.
