wifi: mac80211: ignore IEEE80211_CONF_CHANGE_SMPS in chanctx mode 



When channel contexts are used, IEEE80211_CONF_CHANGE_SMPS
doesn't make sense and doesn't apply (which is documented).
Mask it in this case.
