drm/amd/display: Passing Y-granularity to dmub fw



[Why]
The Y-granularity panel parameter indicate the grid
pattern granularity in the Y direction for PSRSU.

[How]
Send the Y-granularity data by PSR_COPY_SETTINGS dmub command.
