ath11k: Add qcn9074 mhi controller config



Add MHI config for QCN9074 also populate ath11k_hw_params for QCN9074.

Tested-on: QCN9074 hw1.0 PCI WLAN.HK.2.4.0.1.r2-00012-QCAHKSWPL_SILICONZ-1
