sctp: delete the nested flexible array variable



This patch deletes the flexible-array variable[] from the structure
sctp_sackhdr and sctp_errhdr to avoid some sparse warnings:

  # make C=2 CF="-Wflexible-array-nested" M=./net/sctp/
