drm/amd/display: removed unused function dc_link_reallocate_mst_payload.



[Why]
Found that dc_link_reallocate_mst_payload is not used anymore
in any of the use case scenario.

[How]
removed dc_link_reallocate_mst_payload function definition
and declaration.
