net: marvell: make the array name static, makes object smaller

Don't populate the const array name on the stack but instead it
static. Makes the object code smaller by 28 bytes. Add a missing
const to clean up a checkpatch warning.

Before:

After:
   text    data   bss     dec     hex filename
