scsi: fc: Add EDC ELS definition

Add Exchange Diagnostic Capabilities (EDC) ELS definition and the following
capability descriptors:

 - Link Fault Capability Descriptor

 - Congestion Signaling Capability Descriptor

Definitions taken from FC-LS-5 r5.01
