This reverts commit 3b2c79ff.
This patch 3b2c79ff ("sched/dynamic_affinity: fix
preffered_cpu offline problem") want to fix preffer_cpu offline
issue but The requirement that causes the problem is not merge
in this version. Therefore, this patch is not required.
