ath10k: Add new api to support reset TID config



Add ops for reset_tid_config to support reset TID
configuration. This send default configuration to the
target for the TIDs and stores default value in the host.

Tested-on: QCA9984 hw1.0 PCI 10.4-3.9.0.2-00021
