drm/amdgpu: RAS xfer to read/write



Wrap amdgpu_ras_eeprom_xfer(..., bool write),
into amdgpu_ras_eeprom_read() and
amdgpu_ras_eeprom_write(), as that makes reading
and understanding the code clearer.
