sw64 bpf: Add missing uapi header for BPF_PROG_TYPE_PERF_EVENT programs

Add missing uapi header for BPF_PROG_TYPE_PERF_EVENT programs by
exporting struct user_regs_struct instead of struct pt_regs which is
in-kernel only.
