Documentation/ABI: Add ABI documentation for chips and sockets 



Add documentation for the following sysfs files:
/sys/devices/hv_24x7/interface/chipspersocket,
/sys/devices/hv_24x7/interface/sockets,
/sys/devices/hv_24x7/interface/coresperchip
