wifi: iwlwifi: handle eSR transitions



There several transitions to handle in eSR mode:
* SMPS should be disabled when in eSR mode
* indicate to the fw whether the new added link should use the
  listen lmac or the main lmac
* RLC is offloaded when in eSR mode; adjust RLC command accordingly
